(EDITED) The Swedish Sambo Visa in 2015 Part 2: The Process (updated 9 Nov 2015)

EDIT (9 November 2015):  I wrote the following blog post less than 2 months ago, and already the wait times have elongated substantially.  I have also learned a lot more.  So, the following contains several changes to the original post (published 7 September, and updated once previously on 25 October). 

This is just a quick run-down of the process for applying for a UT ("Uppehållestillstånd, or residence permit) on the basis of a relationship. And just another reminder: this is the process for NON-EU CITIZEN APPLICANTS.  EU citizens have a whole different process.  Read more about it on MV's website here.

I've edited this piece several times as I learn new information. What you're about to read is not pretty, and it is not going to feel good.  So, prepare yourself for it.  However, it is the truth and the reality of the situation we (or, more appropriately, Sweden) has found itself in due to the refugee bonanza.  One thing you need to do is take a slow, deep, calming breath, and when you're ready, say firmly to yourself:  "I AM GOING TO SURVIVE THIS." Because, you will.  It will hurt like hell, but you WILL MAKE IT THROUGH.

With that said.....

The First Leg of the Process
As mentioned previously in Part 1, the first "leg" of the process is submitting an application:
  • Go to the migrationsverket website, and select "moving to someone in Sweden". 
    • Under "How to Apply for a Residence Permit", select one of the two options that suits your situation: http://www.migrationsverket.se/English/Private-individuals/Moving-to-someone-in-Sweden.html
      • If you are married or can prove you have physically lived with your boyfriend/girlfriend for 2+ years, choose the "Married or common law spouse" application.  
      • If you are not married and have lived together with your boyfriend/girlfriend for less than 2 years (or not at all!), then choose the other "Planning to marry" application.
        • Note: Marriage does not make your application go faster.  Please see Special Notes, below!
  • If you are the one wanting to move to Sweden, you start the application first
    • Create a login / password when you are prompted
    • Begin your application
    • Upload the documents requested
    • Pay the fee
  • Your partner will shortly receive a link to a similar application, in which s/he will fill out the information and submit it.  Then, your application will be complete.
  • SPECIAL NOTES:
    • Being married will not hasten your processing time.  Neither will pregnancy or having children.  We are all processed together in a lump sum.  The only thing that matters is if you can prove you have physically cohabited with your partner for at least 2 consecutive years (whether married or not) -- and in which case, you will receive permanent UT upon your arrival in Sweden, and not just temporary -- but the waiting time is still the same, whether you have been married for 8 years, or if you met your person online and met them only just once in person before applying.  Additionally, in October, priority requests were revoked, and applicants can no longer request a rushed processing due to pregnancy or other means.
    • You can move immediately to Sweden and wait for your residence permit card in Sweden with your partner IF your partner is an EU citizen, but NOT a Swede (yes, you read that correctly).  There are EU Directives that Sweden follows that it does not apply it's own citizens.  If your partner is an EU citizen, but not a Swedish citizen, and you are either 1) Married, or 2) A common law spouse (you can prove you have cohabited with your partner for 2+ years), then you can move immediately to Sweden alongside your spouse so long as you can meet the laundry list of maintenance requirements for yourself (proof of sufficient finances, housing, full medical coverage, etc). But you will be able to look for work or study upon arrival. You will wait the same amount of time for your residence paperwork to process.  Everything you need to know about this situation is all listed here on MV's website:  http://www.migrationsverket.se/English/Private-individuals/EU-citizens-and-long-term-residents/Work-study-or-live-in-Sweden-for-EU-citizens/Residence-cards-for-family-who-are-non-EU-citizens.html
    • A reader asked about applying in person versus applying online.   Applicants have the option of applying in person with a paper application at their local embassy or consulate general outside of Sweden.  This may be a necessity if you do not have access to a computer or whatnot.  The process is different if you choose this route - you will make an appointment, submit your application/documents, and do your interview all at once (view the 2nd image half way down this page for a visual of the process). My own opinion: As a matter of principal, you might want to avoid this option if at all possible.  Migrationsverket advises that you apply online, as it is quicker to get your documents registered, and more likely that you will not make errors in your application that might delay processing.  Also, although you do your interview right away, it will not hasten the processing of your file.  Applicants enter the queue to have their case reviewed by a Case Officer in the order that their applications are originally registered.  In January 2015 when I applied, application decisions were averaging "14 months for online applications, and 18 months for paper applications".  We later read on the JO.se website that MV penalizes paper applicants as a way to encourage people to use their online system.  And particularly if there is a long wait to schedule an appointment at your embassy, you may be doing more harm than good by waiting and applying in person.  Again, however, this is only my opinion based off of piecing together information - please leave a comment if you have personal experience with this, so I can update my page!
The Second Leg of the Process
The second leg consists of waiting for your interview invitation.  Once you receive it, you call your local Swedish embassy or consulate-general, to schedule an interview.

When I applied in January 2015, the invitations were coming about 4-6 months after the application was submitted. For those who originally applied as late as March 2015, the time estimate quoted by a Migrationsverket worker on the phone recently said it will be up to "8 to 9 months after applying, before you receive an email to schedule your interview".  For those who have applied as late as June 2015, MV is telling them that they can probably expect to receive the interview invitation approx. 10 months after applying.  So, you can see the pattern here.
  • Shortly after you schedule an appointment, you may receive an email asking you to upload documents to support your relationship. 
    • My fiancé (in Sweden) received this email, asking him to upload pictures, call logs and flight stubs.  We were then instructed for me to bring the originals of these documents in to my interview.
  • At the interview, you are to bring originals of everything you have submitted, including your passport and single status documentation.
    • It is also highly recommended you bring any and all other content.  Pictures, all flight stubs you have, call logs... we even had 9 friends/family members write us personal statements confirming our relationship, just to be safe.
  • You will be asked a variety of questions.  Some of them are standard questions that all applicants are asked, essentially reiterating what you two submitted in your application.
    • If there are any additional questions Migrationsverket may have about your application, they will ask you these questions at this time.
  • Your interview will be typed up onto a submission form, and you will be given the chance to read and review it, correct any details, and then sign the document.  You will be notified that this is the only time you will be able to provide any other details about your relationship and application, so speak now or forever hold your peace.  I write more about the interview in Part 4.
The Third Leg of the Process
The third leg consists of waiting for your decision after the interview.  In this period of time, you will be told by MV to NOT visit Sweden. The Final Leg of the Process
After your interview, you enter the final leg of your wait:  Waiting to be assigned a case officer, who will either give you your decision, or ask for you to supply even more paperwork (which will push you into the longest permit processing group).  So for god's sake, SUBMIT A PERFECTLY COMPLETE APPLICATION THE FIRST TIME.

It is hard to determine how long this last wait will be, especially since it seems MV stopped sending out invitations to do the interview about 8 months ago.  I don't know many people who applied after February 2015 who have received their interview email yet (in fact, I haven't even heard of one single case, as of 9 Nov 2015). MV has been quoted many times as saying people who have applied in 2015 can expect an 18-20 month processing window (regardless of what their website says), so... it's hard to tell.  If you applied on or after 15 February 2015 and received your interview email, feel free to leave an anonymous comment on this blog post so others can track the progress!

Processing Times
As of September 2015, MV now updates the processing times ("handläddningstider") monthly. Here is the link: http://www.migrationsverket.se/English/Private-individuals/Moving-to-someone-in-Sweden/Processing-time.html.  I have deleted all the original discussion below about wait times at the date I published this blog post, because it has become just woefully outdated, and I'm trying to keep this post current.

The link above also defines who falls into which processing bucket. Essentially, they are as follows:
  1. If you are a non-EU citizen moving to be with your Swedish spouse, girl/boyfriend or partner, and all of your paperwork is perfectly in order, and you hail from a reputable country, you are in the middle processing bucket.  
  2. If you are a non-EU citizen who does not have reliable paperwork, or whose relationship is called into question by MV for requiring more investigation, you fall in the last processing bucket.  
  3. Only refugees, refugee children (or other unaccompanied children), EU citizens, or people who failed to submit a complete application and are due for rejection, are processed in the first bucket.  
We personally have been told such extraordinarily different things by different officials, that it's hard to determine what is true about the real wait times.  By law, the whole application process should not take longer than 9 months start to finish (see question #34 on page 15 of this document here.)  However, this is to be seen rather as a "guideline", apparently.  On the following page, question #39, it explicitly then says that there are absolutely no consequences if 9 months is exceeded.  You will be neither immediately granted access (thereby giving MV incentive to follow their own 9 month "guideline"), nor will you be rejected.  You just keep waiting.

Further legislation supporting the 9 month processing time can be found on page 18 of this Alien's Ordinance governmental document, under "Processing Times".

The most unintentionally cruel thing we went through, was at my interview.  I must have misunderstood the woman who interviewed me.  She had advised us to call MV a couple weeks after our interview to ask on the progress, "if we hadn't heard anything yet".  We waited 2 weeks, and then called. Johan spoke to someone who basically laughed at him and said it would take 12 months - but whether that was the total amount of time, or the wait time now after we'd done the interview, we were unsure.
So, at the end of the day, we have assumed it will take us 14 months. That was the "worst case scenario" time frame when we first applied; now it seems its the best case scenario.

The Decision:
  • I have little to share about the decision, as at this point in time, we are still awaiting ours.  We were interviewed on July 8th, and hope to hear something back by early November.  But here are some things we have learned along the way:
    • The decision will be sent to you by email, but it won't be your decision -- just a notification that a decision has been reached, and for you to call the embassy to receive the results.
    • If your home country does not require a tourist visa for its citizens to visit Sweden, then once you get your decision, you are allowed to take the email with you straight to Sweden, make an appointment at the Migrationsverket office to get fingerprinted and photographed for the Residence Permit card, and then head to Skatteverket to apply for a Personnummer.  Your Residence Permit card will come in the mail (I believe the time estimate for receiving it is a couple weeks).  If you do require a tourist visa in order to visit Sweden, you will need to do your biometrics at the Swedish embassy in your home country, and wait for them to send the residence card to you (which could take about a month, according to MV's website.

  1. Thanks for the detailed post. So do the new waiting times apply to those who applied before the waiting time was updated? I applied in April when the waiting time said 9-14 months. Now this mess again! It's so frustrating 😭

      I had drafted a longer response to your question, but I couldn't bring myself to post it. It just seems too dismal, and at the end of the day, I just don't know the answer. I know that doesn't help :( I can say that about 4-5 people I "know" (from The Local forum) received decisions this past month after waiting 12-13 months, and they seemed to have pretty normal cases to me. Two people I know who applied in April 2015 both spoke to MV/Swedish Embassy last week; MV told one not to expect an interview invitation until 8-9 months after applying (See Panini’s post on this link here: http://www.thelocal.se/discuss/index.php?showtopic=67057&st=90), and the other told my friend (who is a US citizen with a very straight-forward case IMHO) not to expect a decision until 18-20 months after applying (See AimeeMUA’s post on this link: http://www.thelocal.se/discuss/index.php?showtopic=77072&st=30&start=30).

      But.... I just don't know. Someone recently spoke to MV (they had applied in January 2015) and were told to not really expect a decision for 14-15 months. But I think MV is still trying to figure this whole refugee thing out. They can't possibly quote accurate wait times given that they have likely never experienced anything this crazy before, and they probably have no idea how worse it's going to get. Winter is coming... so hopefully that might slow down the application flow, but I don't think that will help any of us already jammed up in the queue.

    so far, I didn't get any information from the MV.....><

    I JUST saw the waiting time became much longer than before.
    I am really disappointed about that now.

    First of all, my name is Erandi, I am from Mexico City and I had also applied for this visa since January 2015. My boyfriend, who is Icelandic, currently is studying in Sweden, and we planned to live there, at least as a start (and also because we both met there). I started checking The local since ever, to get to know what people shared about their own experience, and to get some detail of the process that is not official (coming from a country that has a hell of bureaucratic system I had never trusted in official times for waiting). There I get to know your story, also through this blog. I actually have to say that your blog had such GREAT timing for me and my boyfriend since things were getting quite complicated regarding the waiting time. We had to keep going and your words were part of what motivated us. It took me some time to get to write this, since I felt it quite weird to say thanks to a person that I really hadn’t met, but also I think it was needed since you unintentionally help us in a way. By the way, my boyfriend and I asked to join to your Facebook group, and we would love to be part of that, cause really, hearing others stories is heartwarming.     Am Simo From Morocco , north africa if u know where that is , am 28 years old and am planning this year to apply for a sambo visa me and my girlfriend and actually i dont know yet about that visa and how i can apply online , but thx to ur blog that really helped me so much and gives me alot of information that i was seeking for months .i guess the problem about that visa sambo is the waiting time ?!!!! why ? bcuz sweden is becoming one of the best country for the refugees in the world and thats gonna make the migration needs more time to investigate about every application , i have a question miss . what documents i really need to attach in my application , and i would be thnakful for your help ? thx in advance and goodluck to everyone :)

    1. Hi Simo! It is a pleasure to meet you :) I have not personally been to Morocco but I do know where it is and it looks like a lovely country!

      To answer your question, if you plan on applying for a sambo visa, DO IT NOW. Try not to wait any longer.. the wait times are getting incredibly long, so you will want to enter the queue as soon as you can! The wait times started to get bad in late 2013 and have consistently gotten worse ever since. Yes, it is due to a massive increase in immigration into Sweden, for a variety of reasons.

      For your question about documents: Everything you need to know about what you will be required to include is all written here on the MV website - this will also be the link to where you start your application for a residence permit: https://www.migrationsverket.se/English/Private-individuals/Moving-to-someone-in-Sweden/Planning-to-marry-or-become-the-common-law-spouse/How-to-apply.html

      In that link, it will tell you to submit a copy of your passport, and a certificate proving you are single (not married). Make sure these are very good quality copies and there are no questions about them! Otherwise, that will delay the processing. Later in the process, you will be asked to provide photos, flight stubs showing you two have visited each other, and copies of call logs showing how frequently you talk. These are to help verify the validity of the relationship. But you don't need to submit those in the beginning; that comes later, when they request them from you :)

    1. You have the stamps in your passport as proof, so you are good :) You can also print the email confirmation you received with your itinerary from the airline, to corroborate the claim. But, a stamp in the passport (especially if you flew into Arlanda!) is as good as gold, I think :)

  7. I am an EU citizen, I applied for my sambo visa in early May from within Sweden where I am living with my partner. I recieved an email saying that a decision had been made on November 14th. No letter has arrived yet, but it should soon. It seems that we were not required to attend an interview, and our application was even missing a document (my single status certificate - I didn't know they existed in my home country!) but it did have lots of extra photos, letters from family members and a former hpusemate etc. By all the information I have read online, it seems my application has been approved without requiring any further details. The refugee crisis seems to have lead to a longer wait time but less thorough investigation. This may be a good thing for some, and bad for others.

    1. Correct - as an EU-citizen, you have far more rights and liberties than those of us who are not. EU-citizens are processed in the "first bucket" of processing times - which are currently listed as 0-8 months (when you applied, I believe it was 0-4 months for processing).

      EU citizens are also not required to have an interview, nor do they need to wait outside of Sweden whilst their application processes given their Right of Residence liberties.

      Many non-EU applicants are looking into using ancestry to obtain their EU citizenship (France, Germany and the UK have pretty liberal policies), and have had a lot of success at shortening their wait times and being able to stay with their loved one while their application processes.

      Very interesting though that your application lacked a document? I honestly think they do not screen EU citizens as meticulously as they do non-EU folks, given the fact that EU-citizens have right of residence and freedom of movement anyway. I think the application is more of a formality, really....

I applied for a sambo visa (my bf is Swedish) on the 19th October 2014 from Kenya, received interview invitation email on 14th April 2015, attended the interview on 15th June 2015 at the Swedish embasy in Nairobi. They only asked me same questions they have on the website application. On 4th December, they sent an email to my boyfriend to upload photos of us, email conversations between us and flight stubs (I wonder why they didn't ask for these details during application or at the interview). I am patiently waiting though, will keep you posted.

      I actually think it is very good news that MV asked you for that information. I think it means a case officer has picked up your file and is making sure it is all complete in order to deliver the decision. It seems pretty common that they forget to ask for information from time to time, so don't let it worry you. I have a feeling that once they receive that information from you guys, you will get your decision within a couple weeks!

    You are indeed right. My boyfriend sent the information yesterday, 8th Dec, and today, 9th, I received an email notifying me that "Your case has now been settled". You may update the decision date on the spreadsheet, waiting time 13 months 20 days. And for those waiting for your decisions, don't give up hope.

    I know how hard is be waiting for long time. I also did the application (in May) and reading some your updates I'm quite surprise how slow MV can be >.< One thing that upset me after reading your post its you said that right after you did the application your bf had a link to upload pictures and so on ... like I really don't know if they changed but my boyfriend just received a link with the same questions that I had to answer before T__T until now we didn't upload pictures, tickets and other stuff to prove our relationship ... now I got little worried if we did something wrong on the way ... I hope we can have nice news and I wish you all best!!!

      First of all, congratulations on making it 8 months already into the application process! Woo-hoo!

      Secondly, it wasn't really "right after" we applied that we were sent a link and asked to upload information. We got that email to supplement our application 4.5 months after applying, on the same day we received our interview email.

      For the application, the process goes that you (non-EU) start the application process by answering all the questions. Then you submit your application, pay the fee, and you're done. Then your boyfriend gets a link with the same questionnaire, which he fills out also. They do this to make sure your stories are consistent. It is the first way they can determine if your relationship is real -- that you two have the same story and details.

      MV approaches "komplettering" in a bunch of different ways - I am positive you two are fine! They almost always ask for photos/flight stubs/chat history when you are invited to the interview. And then sometimes they will ask for more of it just before the decision. If they don't ask you for it at the time of your interview, BRING IT ANYWAY!!!!!!!! Bring everything!! And if they DO ask you to upload stuff online, bring it with you (plus more, if you can) to the interview also -- just to be sure!

And for sure you can update your spreadsheet with my case XD We have applied in May 15, 2015 and also we are a very special case, because my boyfriend is danish (and moved to Sweden two years ago) and I am from Brazil.

      Well, the process in Sweden is clear a pain in the ass >.< more 4 months I will have our anniversary visa application too!!! Let's cheer up for all the process gonna be okay! <3

      I actually had to fish through MV's website to read about your guys' situation. It seems confusing. On the one hand, they say that as a non-EU "relative" of a nordic citizen, you have to apply via the Swedish rules.... but then later on in the page, it says that if you have a job/school/pension/sufficient money to live off of, you can move immediately without waiting for your permit? Have you guys researched this much? Are you stuck having to do the whole wait outside of Sweden thing like the rest of us?

    4. ^^ Great, thanks for invitation for the group, but I am off from Facebook until June (news year resolution) but I will send it to my boyfriend and he can keep informed there too! Our situation is special, we met in Portugal meanwhile I was doing a master studies there and he was in Denmark yet and then I came back to Brazil and we decided have long distance relationship ^^ we are doing 3 years together in 2016 and always when I can I visit him in Sweden and spend there 3 months but also he comes here and visit me in Brazil. But I can't move there without waiting the permit they just allow this for example if I was a student (or have other kind of resident permit) in Sweden and there I started date there or if I was waiting a baby or if we get married here in Brazil on other country ! Sweden says, no babies, no visa (just a joke)... But I was checking your spreadsheet and seems someone from Brazil who applied at the same time as me got an invitation for the interview XD let's see what happen next!!! Meanwhile I will be stuck together with everybody!!!

    my name is nulzer. m from bosnia. im reading these posts and i need some answers to my own questions. i aplied for my permit to sweden in august. i had my interview in october in swedish ambasy in bosnia. iv been told in my ambasy in bosnia that my girlfriend in sweden will get a lettter from MV the so called T 77 form to answer some questions about herself and about us some questons. and today she recieved the letter. does that mean that this is the final stage in our aplication . do we get a caseoficcer after she send this letter to the MV . iv heared here n gotebeorg some similar cases wen the partner whos living in sweden gets this letter after two months a decision is going to be made. iv called MV many times and every time its a different story. thanks for reading this. hope somone knows the answers. have a nice day

    1. Hi Nulzer!

      Unfortunately, no :( I am assuming you applied with a paper application? The form sent to your girlfriend is the same form all the Swedish partners fill out. If you apply electronically, that form is emailed to the partner in Sweden automatically after the non-EU person fills out the application and pays the fee. The line for case officers is extremely long at the moment. Yes, some people get decisions a little out of turn, but as you can see above, many many people have also done the process via paper application just like you, and they are all waiting in the same queue.

      Once your girlfriend does her application, your guys' paperwork is sent to MV where you will wait for an admin to scan the document in, and enter you into the E3 electronic queue. The current wait times (for people who applied at the end of 2014, at least) are ranging from 12-14 months. The cases that are older than 8 months are currently being given priority to help decrease the number of old cases. It is hard to say how long the wait will be for people who applied in 2015 (especially the 2nd half of 2015), but it is reasonable to remain hopeful that MV will find solutions to make the wait shorter, or at least prevent it from getting longer... :/

      Keep your chin up and remain hopeful, however. This wait WILL end one day - it is not a forever wait! <3

    4. First of all, you are NOT annoying me :)

      From what I understand of the law and the process, the only time your case might get delayed while you are visiting Sweden is if you are in the country around the time of the decision. You should always notify MV of your travel dates if you plan on being in the country after your interview JUST to be safe (the law says that they "could" reject your application if you are in Sweden when they give the decision), but for this early in the process, I think you are safe to visit. If you notify MV that you are visiting and your case does come up for a decision in that time, they will hold on to giving you your decision until you leave and send them proof that you have left. And then they will carry on with issuing the decision.

      From what I have seen and read, that is how the process goes, and that is the only way your case will "have a hold" put on it.

      It has taken me a LOT of time (and witnessing other couples go through the process) to determine that is how it works. We have seen enough people exercise their right to visit during the process and still get a "timely" decision to generally know that the only delay would be if you were visiting exactly at the time your case was to get a decision.

I'm just starting this process (very thankful for you leading the way!!) and planning to travel to Sweden in the next couple of months for one week. Do you think that it is still necessary to inform MV? I don't want to do anything that could possibly complicate things.

This site has made me both sad and happy..... sad because it confirms just how long and drawn out this process can be buy good to know that i'm not alone (no offense to anyone- i wish everyone applications could be approved overnight)... Its just good to know that i'm not the only person out here struggling and frustrated. I live in South Africa, My boyfriend is Swedish. He came and visited for my birthday ... took him two days of flying he only got to spend 5 days here and then two days of flying to get back home. We applied on the 22 Aug when i came back to South Africa after spending summer in Sweden with him. So its almost been 6 months and no word on a possible appointment etc etc. If i dont have an interview date come end of May June i'll go back for summer (another 90 days). That said it is very frustrating- feels like ive put my life on hold waiting to leave- ha ha ha- Ive the crazy person who has the Migration Agency saved as a bookmark on my firefox and i check like 10 times a day hoping there's some action. Anyway good luck to everyone- I feel your frustration and know you are not alone- once we are all on the otherside we should have one big celebration! :)

    1. I have been reading whole comments and pages. and is interesting and hopeful when you know about other persons in the same situation. I don't know why the process need all this time but I think at the end this is worth it. I have had the feeling to be stagnant and sad, but the important is don't lose the horizon and focus in love, live the present with your family and trust the future. I have been waiting for 13 months. We made the application on January 22 2015, they called me for the interview in May 16 2015 and I continue waiting... and I join the big celebration when we are all on the otherside :P

Nope, it doesn't affect your case (either in a good way or a bad way) :) The best place to get married would be in Sweden because the documents will all be there and translated into an appropriate language, however if you get married elsewhere, just make sure to order extra ORIGINAL copies of the marriage certificate, because MV will want to have the original document on hand (and if you end up mailing it in, it's always nice to have a spare original still at home with you, just in case!) :)

    1. Correct. We applied 16 January 2015. Looks like MV is just starting to do their pass through January 2015 applications. I've seen a few decisions for cases from Jan 6, 7, 10, 11, 12 and 16 this week :) Which means they are still right on track with what the spreadsheet says -- that most decisions are delivered within 13-14 months total waiting time. We are very relaxed about it :) Looking forward to maybe hearing something within the next 1-3 weeks, fingers crossed!

    My name is Jovana and i am from Serbia. My boyfriend is from Sweden, but he also has a serbian citizenship so he currently lives in Serbia. But we are planning to move to Sweden. We are going to submit our application for my residence permit in a week. My question is: can we be both interwieved here in Serbia at the same time or he must be in Sweden and to answer from there?
    Also, how is the current situation with the waiting time now?
    Can i expect to be called for an interview in, for exemple,June?
    One more, does the waiting time has to do anything with how much applications they have from your country? I read that somewhere.

    1. Hi there Jovana! First of all...congratulations! :)

      The standard application process only requires you - the non-EU partner - to do an interview. Only special cases require the Swedish partner to also do an interview (those cases are ones in which MV needs to do extra investigation). Your partner is free to continue living with you in Serbia throughout the duration of the application process, but toward the end, MV will require him to prove that he intends to move to Sweden before they will grant you a residence permit (a good way to prove his intention, is for him to have a job contract or a housing rental contract). Don't ask me why; those are just the rules ;)

      The waiting situation is... well, not too great right now. The current average wait time for normal cases (whether married or not, with kids or not, with a job and home in sweden or not) is 13-14 months. However, certain prognosis reports and forecasts produced by MV are suggesting that the wait time will increase for 2016 applicants. But - that will remain to be seen.       For interviews, MV stopped issuing interview emails methodically back in February 2015, because they sent a lot of our permit workers to the asylum offices to help register refugees. In February 2016 (a few weeks ago), MV started re-issuing interview emails. The majority of people getting their interview emails today have waited over 11 months to get it. I would say, however, that by the time they get through the queue and get around to sending an interview email to you, you will have likely had to wait 7-9 months.

      As for how long processing takes, the general answer is no. We are all entered into an electronic queue, and MV processes cases in the order they were received. Now, we have seen some anomalies. People who apply using a paper application have traditionally had to wait longer than electronic applications (although not always!), but on a couple extremely rare occasions we have seen them processed a little quicker. We do not know why. People who apply from middle eastern and African countries also have a small increased chance of having longer wait times, especially if they are married - MV finds that they often times need to conduct extra investigation to make sure they aren't fake or forced marriages, or even just fake relationships (this is not only something we have observed, but also something that MV has even confessed about on the phone to a few applicants I have met). For the vast majority of cases (including those from Serbia), the two main factors for how long you wait are A) When you applied (and how many cases are in the queue ahead of you), and B) the details of your case. If you have a complicated case, it will cause delays if MV feels the need to investigate further. From what little I know about your case, you guys sound just fine :)

I was very happy and excited throughout the beginning of this process because my times were very quick compared to what I read of other people (to get an email from the embassy, to go to the interview…) but I am guessing that it also has to do a little bit with your own country’s Embassy. (I don’t know of anyone in Mexico visiting Sweden, having friends, family members, etc so maybe it isn’t as busy as other countries’ Swedish embassies). Right now the decision is in the hands of Sweden’s Migration where I guess all of our requests go to (regardless of the country).

    I also heard from Swedes working in Sweden’s Migration affairs that they are giving more opportunity and preference to refugees, so we are sent to the back of the line. I hope I receive an email soon with their answer… the first thing I do every morning is to check my email in the hopes of finding an email from them…

      May I ask what your timeline is? When you applied, when you got the interview email, when you did the interview? Between February 2015 and February 2016, MV stopped issuing interview emails regularly because they sent our admins to the refugee side to help register and process them. Between those 12 months, some interview emails were sent out chaotically to people, out of order, with no bias toward where they live. We still have no explanation for why they did it, other than that MV said the interview email can go out at the beginning, middle or end of the process, but the final decision on cases are judged in the order they are received. I'll keep my fingers crossed for you, but prepare for an average waiting time... I did my interview only 4.5 months into my wait, and I'm almost at 13.5 months total waiting time now. Expect the worst, hope for the best! I have known a small handful of Mexicans throughout this process and they all received their decision in the normal waiting time (13-13.5 months, including one of my friends just this morning!!) so that should be a comfort to hear! :)

      I see the first part of my msg was not posted, here it is:

      Hello! I filed for my Visa with my Swedish BF the last days of Sept 2015. We did my part together since it was all in Swedish (we never knew it was also available in English…) so in the end he helped me by translating everything (My Swedish isn’t very advanced). He also filled in his part while he was in Mexico (where I’m from and where I live).
      Some days later my BF had to return to Sweden and only 3 weeks passed since we had filed it when I received an email saying that they needed more information about us proving our relationship (pictures, plane tickets etc). It said it was optional to give this information but if in the next 2 weeks we didn’t upload anything, they would take it as if we didn’t want to share more information and it could influence their final decision. (When my BF and I filed for the Sambo Visa we never saw where we should upload pics of us together, conversations, letters, emails, phone records etc)…. So here was my opportunity to give them all the information I could. About 30 minutes after receiving this email requesting more information (yes I’m not lying 30 mintues) , I received another email saying that I should call the Swedish Embassy in Mexico to ask for an appointment. I couldn't believe it since I had read it took many months to actually get that email. I called first thing next morning to get my appointment and they gave me the interview for 5 days later!!... BUT since I didn't have all the documents they requested me to upload ready (I had to get a document that said I was currently not married, and this document was going to take about 5-6 days to get and I also had to get it translated.), I asked if it could be some days later because I was missing 1 document. They said there was no problem, that I didn't need the documents up until the interview, so they gave me the interview about 7-8 days later.
      I got all the documents they requested, scanned them and uploaded them about 2 days before the interview. For the interview I took all the info I had uploaded on their website in an USB & also i printed it all out. In the end they didn't want any of that, they just wanted the document that said that I wasn't married. (They scanned it and gave it back). They told me that that would be the ONLY interview I would have. In the interview they asked me practically the same thing we had written down when we filed for the visa, and I explained to them that my BF helped me filling it in because it was in Swedish, to what they told me it was also available in English... **i dont know if that could affect the decision...** they took my picture and finger prints. Afterwards they told me that it is taking more or less 14 months to get an answer starting that day of the interview and not since the day we filed for the visa.
      I asked migration (online) if I could visit my boyfriend but they said that I should not step into Sweden until a decision has been made… this because there is a possibility they will deny the Visa if I go to Sweden before the decision is made (meaning the only way to see my BF now is if he visits me or if we meet in another part of the world). I am guessing this is because they might think that if I go and visit him, I will want to stay and not leave the country…

      I had quit my job (for personal reasons) in September, and in those times, processing “normal” times for a Sambo Visa were about 6 – 8 months in average (if im not mistaken). Which I thought was perfect time to study more Swedish, prepare my documents, my moving, etc. They changed processing times about 2 days before I went for my interview. After my interview and up to today it says that:
      For a sambo visa if it is “quick”, it will take up to 8 months, if it is a “normal” process, it will take from 8–14 months (which is what they told me at the embassy – 14 months), and if it takes “long” it will 14 and 21 months.

      20-22 Oct 2015 - received emails (1 email for missing information and 1 to get an appointment)
      29-31 Oct 2015 - had my interview at the Embassy

      22 Feb 2016 - Have not had any update, still waiting for their decision (in "theory" (with the 14 month waiting) my visa should come out Dec 2016 - January 2017).

I applied for residence permit on the 7th of Nov 2015 (not sure if it's sambo visa since i applied to move to my partner who is a Swedish) and now, I'm still waiting to get my first round approved which is to get the interview...     Im a bit confused about this one:

    You can move immediately to Sweden and wait for your residence permit card in Sweden with your partner IF your partner is an EU citizen, but NOT a Swede (yes, you read that correctly). There are EU Directives that Sweden follows that it does not apply it's own citizens. If your partner is an EU citizen, but not a Swedish citizen, and you are either 1) Married, or 2) A common law spouse (you can prove you have cohabited with your partner for 2+ years), then you can move immediately to Sweden alongside your spouse so long as you can meet the laundry list of maintenance requirements for yourself (proof of sufficient finances, housing, full medical coverage, etc). But you will be able to look for work or study upon arrival. You will wait the same amount of time for your residence paperwork to process.     1. Hi Unknown! Yep - you understood that 100% correctly. If you are NOT a Swedish citizen, but you are a citizen of another EU, EEA or nordic nation and you are living in Sweden, your non-EU spouse can move immediately to sweden. No permit needed. And she can seek work and studies immediately upon arriving. She would apply for her permit card once she arrives in Sweden, but waiting for it will not deter her from legally being able to seek work or education.

      If she requires a visa to enter Sweden, just have her apply for one at her local embassy and include all the necessary documentation.   29. Hey I just came across this post and I wanted to ask you if you know much about non-EU citizens that applied for a Sambo visa from within Sweden. I applied in Oct 2015 just before my studies permit expired and have been waiting in Sweden for around 6 months now. Since I applied from Sweden, I had to apply by mail and I've just been reading that this wasn't such a great idea. Mostly I have been searching for info on whether I am allowed to travel home to the US and re-enter Sweden. After making a lot of calls it seems that the border police will be fine with that because my name is in the system to show I am legally waiting for a permit in Sweden. Just wondering if you or anyone else has heard of more cases where someone applied from within Sweden because there is a lot of different information out there. Thanks for all the info!

    1. Hi Olivia!

      Yes, unfortunately I do know quite a bit about people in your situation. In fact, I am in the process of writing a publication analyzing it to help many people I know in your situation.

      Applying by mail in today's day and age shouldn't matter; MV should have a pretty solid handle on having admins scan paper applications and enter them into E3 (the electronic queue). It's only the old paper applications from 2014 and earlier that got really screwed; they used to have an additional 4 months tacked onto their processing time for some reason.

      What you are up against is an unfortunate and inexplicably long waiting time. I am tracking about 25 cases (I think?) of individuals who applied from within Sweden before a previous permit expired, and the current waiting time is looking to be about 16-24 months. Which is, as you may know, MUCH longer than the average 13-14 months waiting time for people who applied from outside. From what we can gather and reason, we think that inside applicants are deprioritized because they are A) already reunited with their partners, B) already in a safe country with access to resources, C) many already have the ability to continue studying or working even though their previous permit expired, and therefore D) are able to wait longer so that people who are still separated from their loved ones can be processed quicker.

      I find it to be unfair and so damaging to many applicants. I know a guy who applied for a sambo permit before his working holiday permit expired and he has now waited 19 months and hasn't even gotten an interview invite yet. I know a woman who has been waiting 13 months and hasn't received an interview invite yet, and her infant son is on her applicant. He doesn't have a personnummer yet and so any check-ups or medical attention he needs, she has to pay out of pocket. She was not previously on a work permit so now she cannot work while she waits, which is obviously a huge financial burden (and she would seek work to get a work permit but she has childcare resposibilities and since her son doesn't have a PN, he cannot get into dagis). I know so many applicants who have been waiting over a year and the interview email train completely has passed them by. It's so hard to watch.

      ANYWAY, when it comes to traveling outside of Sweden, it's my next big project which i am going to tackle this / next week. I need to read the Alien's Act, the Migration Handbook, and some other laws to get to the root of what is allowed. The main thing I seem to "know" is that you do NOT want to leave Sweden while your permit is processing, because you will only be allowed back in as a tourist. Border control has no access to MV's queue; I have been told that if you bring proof showing that you applied before a previous permit expired and your application is still ongoing, that it COULD be ok - but since border control cannot verify if you weren't actually rejected, that some will not let you in. So I've been told some applicants keep the phone number of a case officer on hand that border control "can call" to verify your application is ongoing, but I don't know if that actually works. I have also heard of applicants not being allowed to board their planes when returning to Sweden from a trip outside of Schengen because they didn't have a return ticket and/or their tourist visas had already expired.

      Theoretically, if you are a visa-free citizen (you don't require a tourist visa to visit Europe, you *should* be fine to travel outside of the country if you travel within the Schengen region, because then no border control will be checking your passport. But if you are a citizen of a country that requires a tourist visa to get in and out of Europe / Sweden, I would personally recommend not leaving at all. And there are countless applicants who have been told this by MV.

      With that said, I am going to get to the bottom of it and post a entry here when I have time, to discuss my findings <3

    We applied for sambo visa 3rd of May 2015, invited to interview 4th of March 2016 and interviewed 11th of March 2016. Our interview was sent to Migrationsverket about ten days later and we are waiting on the acceptance. I called migrationsverket on the 25th of March 2016 and they were working on applications sent in the middle of March compared to the beginning of March when they were working on February applications.

    1. Hi Dagmawi!

      When an applicant does there interview actually doesn't affect the overall waiting time (this may come as good or bad news, depending on when you applied! :/ ) The interview can happen at the beginning, middle, or end of the process, but the overall waiting time to get a case officer is what you're in the queue for, and the waiting time for that is still pretty consistent at 13.5-14.5 months right now, +/- 1 or 2 months. So, if you applied in April 2015 and JUST did your interview (after waiting 13 months total), you can expect a decision hopefully very very very soon! But if you applied in December 2015 and just did your interview (after waiting 5 months total), you likely have another 8-9 months of waiting, if the average decision time continues to stay steady.

    You have no idea how frustrating this process. My name is Komal and I Hail from India. I applied for my visa last year March 2015. This year March 2016 my interview was scheduled. Now all they say is I have to wait for a decision with no particular time libe given for the same. I have applied to study in the university, to which I have been accepted. Imagine my frustration I have no idea whether I can take up the course or not because of this mess.

      Last year I was exactly at the same position. I got admitted to KTH-Mechanical Engineering, but was forced to skip it just because of the visa issue. 2 years of my life was wasted here being frozen by visa processing time.

    1. Hi Samaira! The waiting time is still about 13.5-14.5 months (regardless of when the interview was done). Of course, we see some decisions come a month or two earlier than that, and some that come a month or two after that, but 13.5-14.5 months is the standing average for normal cases right now. Based on that time frame, I should think that MV will be offering decisions on mid-July 2015 applications by around the end of August 2016-end of September 2016. We're crossing our fingers that MV doesn't slow down during the summer months when people go on holiday! <3

    I wholeheartedly hope you all get your decisions at your door as soon as possible. I got stuck in a long long processing time, due to the fact the my wife unfortunately got sick and in order to get the treatment and cut into long waiting list we had to change her address. I submitted my application on May 2014 for permanent permit (after two years of marriage) and finally got a "ONE YEAR EXTENSION" on March 2016. Yes, that's true after almost two years. Explaining what they took us through would probably make you cry.

    I just wanted to say that you are not standing alone in this way. Keep your spirits high, and do what you do, and be sure it will come sooner or later. And dont forget to be appreciative of what you have and what you are going through, cause always there is a worse scenario out there could have happened to you.

    She and I both are Indian citizens and I wanted to check if I am eligible for applying for a sambo visa.

    Also, as her stay in sweden is for 2 years, she has become eligible for residence as well as work permit for the same duration.

    1. Hi Neeraj!

      Unfortunately, you would not be eligible for a sambo visa. A sambo visa is only extended to the non-EU partners of Swedish citizens, or those who have PUT (permanent residence permits). Student visas are only TUT (temporary residence permits) and the years spent on a student visa do not count toward qualifying for PUT. Your girlfriend would need to end up with a work permit and have that for 4 years at the same job before she would qualify for PUT.

      However, if you two get married OR can prove you have lived together at the same address for at least the last two years (making you guys "common law spouses" in Sweden's eyes), you would have the right to join your girlfriend on a temporary residence permit for the length of her student visa IF one of you both can prove that you can support yourselves (both of you) for the entire duration of the permit. This is called "Försörjningskravet", or "Maintenance Requirements", in Swedish. You (or, actually, your girlfriend) would need to prove she has a large enough apartment to house you both, that the bank account has a specific amount of money in it, and you would need to prove you have purchased comprehensive health care. You would unfortunately not be eligible for any benefits or social assistance. However, since her study permit is for longer than 6 months, if you are granted a temporary residence permit, you would have the right to start seeking work :)

From everything I have read there is nothing I can do but wait. My partner and I have planned vacations in other EU countries until I can enter Sweden.

    1. Hi Sarah! Actually, if your partner is your husband or common law spouse (defined as having lived together for 2 years before applying), and he is a non-Swedish EU citizen exercising his right to residence in Sweden, you can apply for a residence *card* (as opposed to a residence *permit*, or a "sambo visa" as we call it), and you can move directly to Sweden and seek school or work even while your card processes! We are seeing the same length in waiting times to get a residence card versus a residence permit, but at least your life doesn't get put on hold for 14 months!

      There are, of course, certain downfalls to a residence card over a residence permit though. Residence cards don't carry the same rights and benefits as a residence permit, and they also require your partner to prove maintenance requirements (that he can support you). Anyway, I'm not sure if you guys have looked into it, but if the separation is something you don't want to deal with and you're able to take this alternative route, I'm fairly certain your partner qualifies since he is not a full-blown Swedish citizen yet.       Otherwise - you are 100% correct in your assessment that there is literally not a single thing you can do more than to wait. Currently MV is rendering decisions to normal cases submitted between mid-April 2015 - mid-May 2015. The 13-14 month waiting time is still holding true, however, which has been cause for some relief in applicants who have been concerned that the summer holiday months might cause a slow down. Fingers crossed this ship stays on course and people can receive a decision in a predictable time-range!

  48. Hej Hej I'm from Memphis TN and moved to Sweden a while back to live with my Sambo.

    I applied with paper forms printed from online which I sent to the Swedish Embassy in Washington, along with copies of my passport, and as I'm divorced I had to send copies of the final decree of divorce to prove I was NOT still married to someone else.

    Regardless of whether you apply online OR in person, you still might have to go for an 'interview' as the last two commenting have mentioned. However, there's not a Swedish embassy in every major city of the U.S. and when you apply you are told which embassy you will need to submit the paperwork and where any interview would be held - in my case New Orleans LA which is 636 Kilometers away, about 400 miles. Memphis is larger than New Orleans but not a port city or centrally located - so any applicant might have to travel a long way just for an interview (it's been awhile but I believe the Swedish Embassy in Washington DC is ALWAYS given as an option - and although DC is 1,400 kilometers (870 miles) vs. 636km from Memphis I thought DC had a better chance of using almost ONLY the most competent, knowledgeable, experienced employees (especially when it comes to immigration) and I thought everything might just go more smoothly.

    Apparently I was right. I received notification of approval in two weeks - NO INTERVIEW NECESSARY.

    I have wondered if the fact that I sent all the documentation IN PAPER made a difference. I don't care what anybody says. I'm 52 years old and I've worked back when everything was stored on paper and during the transition to 'paperless' industry. It is much easier to deal with a small stack of papers you can flip back and forth through easily - separate and spread across your desk - and it might just be psychological but paper is tangible - looking at it and holding it 'feels real' and perhaps maybe somehow more believable or honest.

    I recommend using PAPER - I don't know how the other people commenting applied, but application in August and email about 'interview' SEVEN MONTHS LATER? whaaaaaa? I was literally approved and given a 2 year residency visa 2 weeks after I sent my package of paperwork.

    2. ^^Exactly my thought ;) It was extremely common for straight forward cases to receive approval within 2 weeks to 4 months prior to 2014. Which was only just a couple years ago.

      Completely different story now, unfortunately. Sure there are the odd ball cases (the spreadsheet even shows them!), but the whole reason I ended up making this blog was because when I applied in January 2015, the only resources I could find online that talked about the visa process were from early 2014 or sooner and they all talked about getting approval usually within 6-12 weeks. I couldn't understand why we were being quoted 14 months (and seeing it routinely in support groups). It was devastatingly heartbreaking to hear these stories of people who even just applied a year before me, get their decision before the seasons even changed.

      I know their inputs and stories are well-intentioned but they have been made completely irrelevant by today's Swedish immigration world.

      One can only hope that some day it will go back to the way it was "in the good old days" :D

I met the love of my life a year ago and I am planning to move to Sweden when I find a job. We have been going back and forth and are visiting each other every two weeks ever since my girlfriend moved back to Sweden - She was working for a year in Amsterdam where we met. The distance is hard, and also we would like to live together, get married and start a family. I enrolled in Swedish classes online to learn Swedish before moving there in order to help me integrate faster.

    Reading through your post, I have realized that I may have to wait longer than a year in order to get a residency permit. Would you recommend starting the process as soon as possible , and online or in person what would be better? Thank you for your answer in advance!

  54. I am from Australia, and filled out my online application on 30th September 2015. I had my interview April 18th 2016. I was informed the decision had been made on 20th October 2016. However, I still don't know if it is a yes or a no! I called the embassy in Canberra and was told they do not give the decision over the phone (or through email) but in fact through regular mail. Although I read on the embassy's website that they do send it by email, so I'm not sure if the person I spoke to was misinformed. I wish now that I had given my partner power of attorney so we could know already!

    I'm an American citizen who came to Sweden to study. I am nearing the end of my studies, but after I moved here I met and fell in love with a Swede. We've lived together for a year now (our residence together is registered through Skatteverket), but my study permit is expiring in three months and of course I want to stay with my love! Since I already have a personnummer, I am hoping to avoid going back to the U.S. Do I apply for an extension permit? When we went to migrationsverket they informed us there was no such thing as a sambo visa, that you just apply to extent your existing permit. In that case, does this mean I need to show I have sufficient funds for myself during my whole stay? Does anyone know how much money that would be? We appreciate any help you are able to offer!

I have submitted at MV in Sweden since it is allowed to submit a new visa application before the previous one ends. However, Now I might have to go outside my small town to find job. How will this affect my sambo visa application? It's kind of a sticky situaiton since one has to be registred in one place but work can be very far away.

  59. Hi just wanted to give everyone hope and send positive vibes your way. I finally got my visa after waiting 12 months and 1 day! We were preparing to wait at least 14-16 months, but after a phone call to our case officer to ask for an update she told us 'this is a crystal clear case and I will be progressing it' - and a few days later a decision had been made. I think we called at least 3 times for an update and finally spoke to our case officer who was very competent. Sometimes you have to be persistent. Good luck to everyone! (I applied for my visa February 2016 - had my interview in September 2016, and visa approved February 2017).

    I'm Scottish (EU citizen but applied for Swedish citizenship a month ago) and my 'sambo' is Mongolian.

    We applied on the 20th of December 2015 and got an interview (in China) on sept 2016 but we had to reschedule for oct.

    I flew out to China to 'show face', so they knew i was there with her but didn't speak to me (:

    The interview went fine. We had chat logs, pictures that included my mum, and me with different lengths of hair (inc facial hair) to show we were together for some time.

    Before the interview we got asked for more info �� it was just 1 question.

    Anyways we are 11 days off the 15 month mark (20-03-2017). I fly out to Mongolia in 4 weeks for a month to see her and our son who is due in a few weeks ��

    Does phoning them help at all?

Employers have told us that our case is not complicated but it's a long looong waiting list, so they can't tell for sure about how long the process will take. We will marry in July/2017 in my country and the plan was that in August I would go with him to Sweden, we will complete 13 months in August, but now I am so afraid of not having a decision until then... My fiancé planned for me to go and visit only if the decision hasn't been made, and then come back to Brazil and wait here. But I don't think I want to go, even if for one month visit only, if we're still waiting for the decision... Don't know what is best to do...

    So, here's our story: me-EU citizen fell in love with a non-EU girl :) She's now back home as her working visa expired and I'm stuck alone in Sweden. We're now in the process of putting all our documents together and will start the application as long as she gets the Certificate of non-impediments from the Home Affairs department of her country. However, we're still wondering if she should apply for a residence card or permit.. I've read both here and in MV website that if a non-EU wishes to accompany an EU citizen to Sweden, then (s)he would have to apply for a residence card. But it looks that this applies only to family members, that we're not.. However, I'm still getting info from the MV that we don't need to have been married or common law spouses or cohabited in the past for her to join me. So in that case at the field that asks "I am applying for a residence card because I am…." which box is she supposed to fill in?!
    Also, let's say that instead of applying for it while she's home, she gets a visa to Sweden and applies for the card when she's here. What kind of visa should she get to travel here? And would she be able to find a job, given that she won't have the residence card yet? I mean why would a company hire her if they're not sure whether she'll be able to stay in Sweden? Furthermore, Megan, I see in your steps above that you mention that she will have to prove that she has a sufficient amount of money to live in Sweden. But I cant find these requirements anywhere in MV. What I've actually found what evidence is needed that proves that I fulfil the maintenance requirements (income and housing) to sustain both of us.
